Manuel "Noli" Leuterio De Castro, Jr. (born July 6, 1949) is a politician and former broadcast journalist in the Philippines. De Castro was elected Senator in 2001 and was elected as Vice President of the Republic of the Philippines in 2004. He is also the current secretary for housing and urban development. He is the first independent Senatorial topnotcher and the first elected independent Vice-President.
Noli de Castro was born in the town of Pola, Oriental Mindoro. He graduated from the University of the East in 1971 with a degree in Bachelor of Commerce, majoring in Banking and Finance.
De Castro began his career as a broadcaster during the Marcos dictatorship, when press freedoms were suppressed. He worked as a field reporter for Johnny de Leon, a popular radio announcer at the time. He later became a radio announcer in RPN's DWWW station from 1982 to 1986.
After the ouster of Marcos, de Castro joined ABS-CBN. He got his break into television as the segment host of Good Morning, Philippines' "At your Service". He also joined dzMM, a radio station of ABS-CBN, as the anchorman of "Kabayan". It was because of the popularity of the program that he gained the nickname "Kabayan Noli".
In 1987, De Castro became host of "Magandang Gabi Bayan" and anchorman of the news and public affairs hit, "TV Patrol". In January 1999 he became overall head of production of "TV Patrol" and vice president of dzMM.

Nalaman po namin na meron po kayong inooffer sa mga Pag-IBIG member-borrower na defaulted sa payment ng kanilnag housing loan na Housing Loan Restructuring and Condonation Program. Nagpunta po ako sa Pag-IBIG office para mag apply sa programa na ito dahil gusto namin na isave ang bahay na kinuha namin sa Cavite. Naisip namin na magandang opportunity ito para sa amin na maituloy ang pagbabayad sa aming housing loan ngunit nalaman ko na hindi kasali sa programa ang mga non-occupied na bahay. Hindi pa po namin natitirhan ang bahay dahil medyo malayo po ito sa lugar ng aming trabaho at sa skwelahan ng aming mga anak. Plano sana namin na tumira sa Cavite paglaki ng aming mga anak. Dahil po dito na dinied ang aking application. Binigyan lang po kami ng sampung araw para mabayaran ang aming utang. Medyo malaki na po kasi ang unpaid amortization namin at hindi namin kayang mag produced ng ganung kalaking halaga in ten days. Meron din kasi kami ibang gastos katulad ng pag-aaral ng mga anak namin. Sinabi po ng Account Officer na pag hindi nabayaran ifo forward na nila sa forclosure section. Dahil din po dito ay nababawasan ang aking contribution sa Pag-IBIG dahil ino-offset nila sa contribution ko yung amortization namin. Kung sakali na hindi namin na mabayaran yung amortization wala na po ang ilang taon din namin na hinulugan na bahay pati po contribution ko sa Pag-IBIG na naipon ko sa aking pagtatrabaho ay naubos na din. Sobrang napakalaki po ng mawawala sa amin na nagsusumikap din na magkaroon ng sariling bahay para sa aming mga anak. Sumulat po ako dahil nagbabakasakali po ako na matulungan ninyo kami dito sa housing loan namin. Sana po ay maka abot sa inyo ang letter ko po na ito.
